Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Deputy Econ Counselor met with Director Kim Hyung-tae of 
MOFAT's Development Cooperation Division on October 20 to 
deliver the USG request for a ROK contribution at the October 
22 Georgia Donors' Conference (Reftel).  Kim said the ROKG 
has no plans to provide assistance to Georgia at the 
conference but ROK Embassy personnel in Brussels will attend. 
 When asked for clarification, Kim stated that Korea may 
consider providing assistance to Georgia based on results of 
the conference.
