Understanding cables

Husain Alam on October 13 and followed up with Bilateral 
Relations Director Dhafer Al-Umran on October 21.  Al-Umran 
said that Bahrain would not be represented at the donors 
conference in Brussels.  He added that the GOB has adopted a 
"wait and see" approach on Georgia.
