Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. This is an action request. 
 
2.  Pursuant to the Leahy Act and Foreign Assistance Act, post 
requests the Department's assistance in screening the following 
candidates from the Higher Institute, Ministry of Interior who have 
been nominated for training in the United States.  Post has no 
derogatory information. 
 
3.  The names of the proposed candidates are as follows: 
 
NAME: Mohammed Qasim Salman AL-MALIKI 
POSITION: Lieutenant, Instructor, Higher Institute, Ministry of 
Interior 
DOB: November 6, 1971 
TYPE OF TRAINING:  English Language Training & English Language 
Instructor Course 
TRAINING LOCATION: DLI Lackland AFB, San Antonio, TX 
DATES OF TRAINING: 29 September, 2008 - July 20, 2009 
 
Please note - the course he was suppose to attend began Sept. 29th; 
however he will not be traveling until the response for the Leahy 
vetting is received at Post.  His visa processing is also still 
pending.
