Understanding cables

1. (SBU) Economic Chief Philip Cummings delivered the reftel 
demarche and non-paper on UN Security Council Resolution 1835 
regarding Iran and the Nuclear Nonproliferation Treaty to Mr. Akwasi 
Agyare, acting Director of the AmericaQs Bureau at the Ministry of 
Foreign Affairs. 
 
2.  (SBU) In response to the demarche, Agyare raised the subject of 
IranQs cultural activities and ODA (Overseas Development 
Assistance), and added that an Iranian NGO was also active in one of 
the Muslim communities in Ghana.  Nonetheless, he agreed that the 
Iranian nuclear issue was of a higher priority to the international 
community.  Mr. Agyare promised to pass the request up to his 
superiors with a recommendation for action. 
 
3.  (SBU) COMMENT: Given the upcoming Ghanaian presidential and 
general elections, Iranian spending within Ghana, and the existence 
of diplomatic ties between the two countries, Post does not expect 
further substantive action by the Government of Ghana on this in the 
short term.  END COMMENT
