Understanding cables
Every cable message consists of three parts:

ΒΆ1. (U) Per reftel, on October 3, PolOff delivered copy of 
UNSC Resolution 1835 (regarding Iranian compliance with all 
non-proliferation resolutions) and accompanying nonpaper to 
Maria Laose, Deputy Director of the First United Nations 
Division at the Ministry of Foreign Affairs. PolOff noted the 
particular concern of the USG in light of the recent press 
reports, subsequently denied by the Nigerian FonMin, of a 
purported agreement between Nigeria and Iran to cooperate on 
nuclear power generation.  There was no immediate substantive 
response.  Any future responses of note will be reported 
septel.
