SUBJECT: VETTING REQUEST FOR THE PARTICIPANTS OF THE NRC 
COUNTER NARCOTICS GENERAL TRAINING COURSE: OCTOBER 7-22. 
 
¶1. (SBU) This is an action request cable.  See paragraph 3. 
 
¶2. (SBU) NATO's International Staff has provided the list 
below of participants for the NATO-Russia General Training 
Course to be held at the Domodedovo Centre of the Russian 
Federation in Russia October 7-22, 2008.  No U.S. trainers 
will participate in this session. 
 
¶3. (SBU) ACTION REQUEST: Post requests the appropriate 
vetting be conducted on the proposed list of participants in 
paragraph 4 pursuant to the Leahy Amendment.
