Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. On September 22, Econoff passed non-paper transmitted 
reftel to a representative of Udi Levi, Director of the 
National Security Council's (NSC) Bureau of Counterterrorism 
Finance.  On the same day, Poloff transmitted the non-paper 
to Haim Waxman, Director of the MFA's Department of 
Non-Proliferation, and Roey Gilad, Director for Export 
Controls, also at the MFA. 
 
2. Econoff informed GOI that the USG was in the process of 
passing the information to other friendly countries that 
might have the ability to act upon it.  Udi Levi's 
representative expressed great appreciation for the 
information itself and especially for the USG's initiative to 
encourage its partners to act.  He told econoff that the GOI 
would continue to share as much information as possible about 
Sino-Iranian relations, whether open source or classified. 
He was supportive of taking strong measures to disrupt any 
attempts by the parties to improve relations.
