Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (SBU) Post has been informed via the GOCR Embassy in 
Washington that President Arias and his delegation will 
attend the "Interamerican Forum for Peace" at the OAS on 
September 23, then will join FonMin Stagno at the 63rd UNGA 
that same afternoon in NY.  The itineraries for Arias, 
Stagno, and their delegations are below.  The GOCR Washington 
contact is Laura Dachner at the Costa Rican Embassy, 
ldachner@costarica-embassy.org.  We are told that Veronica 
Garcia in the Costa Rican Embassy is coordinating with the 
Secret Service and the Office of Protocol. 
 
2. (SBU) Begin itineraries and list of delegations: 
 
 
A.  Attendance of the Head of State. 
 
-- PRESIDENT OSCAR ARIAS SANCHEZ. 
 
-- ARRIVAL TO WASHINGTON DC: Monday, September 22, departs 
San Jose, Costa Rica via American Airlines 988 at 11:55am to 
Miami at 4:50pm, Seat 2H; connects in Miami at 7:10pm on 
American Airlines 682 and arrives at Washington Reagan DCA at 
9:35pm. 
 
-- WASHINGTON DC HOTEL: The Mayflower (night of September 22). 
 
-- Arias will attend the OAS Interamerican Forum for Peace on 
Tuesday, September 23 at the OAS; he speaks at 10:30am. 
 
-- ARRIVAL TO NY: Tuesday, September 23, departs Washington 
Reagan via USAir 2176 at 3:00pm and arrives at NY LaGuardia 
at 4:19pm. 
 
-- NEW YORK HOTEL: New York Hemsley on 42nd Street. 
 
-- RETURN TRAVEL TO COSTA RICA: Thursday, September 25 via 
Continental Airlines 1796 from Newark EWR at 5:02pm, arriving 
at San Jose, Costa Rica's Juan Santamaria Airport at 8:18pm.

on Continental 89 to China. Returns to Newark EWR on Sunday, 
September 28, Continental 88 departing Beijing at 3:45pm and 
arriving to Newark EWR at 5:30pm. He then departs Newark EWR 
on Tuesday, September 30, on Continental 1796 at 5:02pm and 
arrives in San Jose at 8:18pm. 
 
 
3. (SBU) The President's Delegation, traveling with him to 
the OAS and to NY, will consist of:
