Understanding cables

1.  (SBU) PolOff delivered the Secretary's invitation (Ref B) 
to MFA Multilateral Affairs Director General Lourdes Puma on 
September 5.  Puma said that Foreign Minister Maria Isabel 
Salvador is planning to travel to UNGA on September 21 and to 
return to Quito on September 24, due to events leading up to 
Ecuador's constitutional referendum on September 28.  PolOff 
reconfirmed the Minister's non-attendance on September 16.
