1.  (SBU) PolOff met with MFA Multilateral Affairs Director 
General Lourdes Puma on September 5 to confirm which GOE 
officials would attend UNGA (Ref A).  Puma said that 
President Rafael Correa would not be traveling to the U.S., 
that he was staying in Ecuador due to events leading up to 
Ecuador's constitutional referendum on September 28.  She 
also said that FM Salvador was planning on traveling to the 
U.S. on September 21 and returning on September 24, also due 
to the referendum. 
 
2.  (SBU) The following is updated information on GOE 
attendance in the format requested in Ref B:
