1.(U) The Norweian Ministry of Defense is considering 
support tothe ANA as requested in reftel but is looking for 
more specifics on what the money will do.  MOD Seurity 
Policy Staff gave no indication on what th ultimate answer 
would be but did mention that te budget situation for the 
coming year was not exected to be good, making such a 
committment difficult.  MFA Security Policy Director, Steffen 
Kongstad said the same thing and added that the GON has a 
clear preference for civilian and humanitarian aid.  Kongstad 
did admit that this type of assistance would need to come 
from the MOD.
