Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel 1 requested a Post-shipment verification to 
determine the legitimacy and reliability of the end- 
user, Kadah Electronics, Zelenograd 445, Moscow 
Region, Russia. The company is listed on BIS license 
application: NLR as the ultimate consignee of Three 
hundred (300) I.C. SP4T positive BIAS switch DC, four 
(4) SP4T switch die, five (5) I.C. LNA for wireless 
applications, fifty (50)I.C switch SPDT (NLR), and 
forty (40) I.C. DC prescalers, monolithic integrated 
circuits. ECCN 3A001. Controlled for anti-terrorism 
(AT), nuclear non-proliferation (NP), missile 
technology (MT), and national security (NS) reasons. 
The exporter is Hittite Microwave Corporation, 20 
Alpha Road, Chelmsford, MA  01824. 
 
3. On September 23, 2008, Export Control Attach Peter 
Liston conducted the requested post-shipment 
verification with Kadah Electronics, Zelenograd 445, 
Moscow Region, Russia. The export control team met 
with Olga Ilina, Deputy General Manager and Svetlana 
Kostine, Sales Manager. 
 
4. Kadah Electronics Engineering LLC (Kadah) was 
founded in 2001 in Zelenograd, Moscow Region, Russia. 
Kadah employs 57 engineers and has a total workforce 
of 96, including security and support staff. Kedah 
owns approximately 330 square meters of production 
area that it fully equipped with modern assembling and 
testing equipment.  Deputy General Manager Olga Ilina 
provided the ECO with full access to the facility an 
answered all relevant questions about the company 
without hesitation.  There were no indications of 
impropriety. 
 
5. Although Kadah Electronics LLC does produce radio 
relay lines, multi user access systems and other 
electronics incorporating parts from Hittite Microwave 
Corporation, Deputy General Director Olga Ilina stated 
that Kadah did not receive any of the items in reftel 
cable subject to this PSV.  ECO Liston was therefore 
not able to account for the shipment. 
 
6. Recommendations: Post recommends Kadah Electronics, 
Zelenograd 445, Moscow Region, Russia as reliable 
recipients of sensitive U.S. origin commodities.
