Understanding cables
Every cable message consists of three parts:

SUBJECT: GOI INVITE TO FOREST ELEVEN (F-11) MINISTERIAL 
 
1. SUMMARY. On September 12 the Foreign Ministry (MFA) called 
representatives from G-8 Countries and other "partners" 
together to discuss an upcoming Ministerial Meeting of the 
Tropical Rainforest Countries (Forest Eleven/F-11) Plus 
Partners in Jakarta on October 17. 2008.  MFA organizers said 
invitations would be forthcoming. END SUMMARY. 
 
2. The GOI MFA and Forest Ministry will co-host a Ministerial 
Meeting of the F-11 from October 15 - 17, 2008.  Ghafur 
Dharmaputra, Director for Development, Economic and 
Environmental Affairs of the MFA called a meeting of 
representatives of F-11 Partners in Jakarta to discuss the 
upcoming Ministerial. (Note: F-11 Partners include: G-8 
Countries, EU Troika, Australia, Netherlands, Finland, South 
Korea, Norway, and the European Commission. End Note.) 
Ghafur said  F-11 Senior Officials would finalize a Draft 
F-11 Cooperation Framework on October 15. On October 16, F-11 
Ministers would meet to adopt the Framework.  On October 17, 
the Ministerial Partners would be invited to exchange views 
on the Framework document and offer their support of the F-11 
and the Framework document. 
 
3. Ghafur said this information was also being conveyed by 
the GOI embassies in all partner countries.  He said formal 
invitations may not be ready for weeks.  For additional
