Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (U) SUMMARY:  Mission delivered reftel invitation to 
Indonesian authorities on September 3 and urged Indonesian 
participation.  Indonesia plans to participate in the Ninth 
International Export Control Conference in Cavtat-Dubrovnik 
Croatia, October 20-22, 2008.  END SUMMARY. 
 
2.  (SBU) Poloff conveyed Washington's invitation to the 
Indonesian Department of Foreign Affairs (DEPLU) in the form 
of a letter to Dr. Desra Percaya, Director for International 
Security and Disarmament.  In a meeting with his deputy, 
Caroline Tinangon, Poloff stressed the benefits to Indonesia 
of attendance in strengthening Indonesia's export control 
regime. 
 
3.  (SBU) Tinangon said DEPLU would coordinate with 
appropriate agencies to select representatives to attend the 
conference.  She thought it likely Indonesia would send one 
representative each from the Directorate of International 
Security and Disarmament in DEPLU, the Directorate of Export 
and Import Facilities in the Department of Trade and the 
Directorate of Customs in the Department of Finance. 
 
4.  (SBU) Tinangon expressed appreciation for the offer of 
USG funding and said this would help greatly in enabling 
Indonesia to participate. 
 
5.  (U) Mission will forward specific names and contact 
information once they become available.
