Understanding cables
Every cable message consists of three parts:

 ΒΆ1. Econoff September 5 delivered reftel demarche to Masudur 
Rahman, Director of the Americas Wing at Bangladesh's 
Ministry of Foreign Affairs (MFA).  Rahman said the MFA would 
respond through the Egyptian Embassy in Dhaka.  NOTE: USAID 
reports the relevent ministries, including the Ministry of 
Health and Family Welfare and the Ministry of Fisheries and 
Livestock, are aware of the conference and are considering
