Understanding cables

(SBU) MFA Security and Non-proliferation Department Head 
Vilmos Hamikus told PolOff September 22 that the GOH is still 
discussing the level of support they will be able to provide 
at the October 15 EU Donors Conference.  Hamikus commented 
that the EU accepted three of five personnel for the EU 
Observer Team going to Georgia (ref B) as well as an armored 
vehicle for the EU Head of Mission.  Hamikus noted that the 
initial EU deployment calls for approximately 200 personnel, 
reaching 340 by February 2009.
