Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. This is an action message.  Please see para 2. 
 
2. Action requested:  Washington agencies request Post 
designate the U.S. carriers listed below and reallocate 
weekly frequencies available to each carrier by delivering 
the following diplomatic note to GOB officials.  Please scan 
and email the delivered note to HutchensD@state.gov and to 
Brian.Hedberg@dot.gov.  Alternatively, Post may fax a copy of 
the delivered note to EEB/TRA/AN for Dan Hutchens at 
202-647-9143 and to DOT for Brian Hedberg at 202-366-3694. 
Washington agencies appreciate Post's assistance. 
 
Begin text of note: 
 
The Embassy of the United States of America presents its 
compliments to the Ministry of Foreign Affairs of the 
Federative Republic of Brazil and has the honor to inform the 
Ministry that pursuant to Article 3 and Annex I of the 
Agreement between the United States of America and the 
Federative Republic of Brazil on Air Transport, signed at 
Brasilia, March 21, 1989, as amended, the Government of the 
United States: 
 
1) withdraws all previous designations and allocation of 
frequencies for scheduled all-cargo services, and 
 
2) designates the following carriers to provide scheduled 
all-cargo services with frequency allocations as follows: 
 
Arrow Air, Inc. - 5 frequencies 
Centurion Air Cargo, Inc. - 7 frequencies 
Federal Express Corporation - 5 frequencies 
Polar Air Cargo Worldwide, Inc. - 10 frequencies 
United Parcel Service Company - 5 frequencies
