Understanding cables
Every cable message consists of three parts:

ΒΆ1.  (SBU) Poloff delivered reftel points on July 14 to the 
MFA's Directorate General of Multilateral Affairs and 
followed up with Director General of Multilateral Affairs 
Lourdes Puma on August 8.  Puma said that the GOE was pleased 
that the India IAEA Safeguards Agreement had been approved, 
that it was a positive initiative, and that its passing by a 
consensus vote should strengthen the IAEA.  She added that 
the agreement would allow India to add nuclear facilities 
while placing them under IAEA safeguards.
