Understanding cables

1.  (SBU) Poloff delivered reftel demarche to MFA Director 
General of Multilateral Affairs Lourdes Puma on August 6, and 
followed up with Puma on August 18.  Puma confirmed that 
President Correa would not attend, and that Foreign Minister 
Maria Isabel Salvador would represent Ecuador at the UNGA. 
 
2.  (SBU) Puma explained that because Ecuador will hold a 
public referendum on a new draft constitution on September 
28, President Correa will not travel out of Ecuador during 
the days preceding the referendum.  Since the Foreign 
Minister is currently on leave until August 28, the MFA is 
still unable to confirm the dates for the Foreign Minister's 
participation and travel. 
 
3.  (SBU) The following information is in the format
