Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. SUBJECT: NEW RELO FOR THE GULF 
 
1.   (U) Summary. Embassy Manama announces the arrival of Regional 
English Language Officer (RELO) Fife MacDuff. Fife is replacing 
Rebecca Smoak, covering Bahrain, Kuwait, Oman, Qatar, and the UAE. 
The RELO is available for consultations and to support English 
language programming that assists posts in meeting their mission 
goals. A new RELO assistant will join the office soon. End Summary 
 
2. The RELO supports English language programming that includes, but 
is not limited to, the English Access Microscholarship Program, the 
English Language Fellow Program, the English Language Specialist 
Program, the E-Teacher Scholarship Program, and educational 
materials published by the Office of English Language Programs, 
i.e., over 80 titles focused on English language learning, including 
the English Teaching Forum journal. In addition, the RELO often 
provides advice for and engages in cooperation with the Fulbright 
Foreign Language Teaching Assistant Program, Study of the U.S. 
Summer Institute for Secondary Educators, International Visitor and 
Voluntary Visitor Programs, local English Teacher Associations, 
Regional conference organizers, as well as other arrangers of 
training efforts that are focused on English Language Teaching. The 
RELO is a resource for establishing and cultivating professional 
relationships with education officials, academic institutions, 
government agencies, and NGOs involved in policy development, 
delivering English language programs, and in training teachers of 
English both in the United States and in host countries. 
 
3. Former RELO assistant Fatema Hashem is no longer with the office 
in Manama. Post is bringing on board a new assistant whose contact 
information will be sent via email after August 17. 
 
4. For the purpose of better assisting PAS in Kuwait, Oman, Qatar, 
and the UAE over the next two years, Fife MacDuff is available to 
schedule TDY visits at their earliest convenience.
