Understanding cables

1.  (SBU) Ambassador delivered reftel points to Foreign 
Minister Bangura of Sierra Leone on July 17. 
 
2.  (SBU) The FoMin supported the presence of U.S. Envoy 
Under Secretary Burns at the July 19 Geneva discussions.  She 
understood the gathering was not one for negotiations but 
was, nevertheless, an important underscoring of the P5 1's 
offer to Iran. 
 
3.  (SBU) Comment:  Iran has recently opened an Embassy in 
Freetown and its existing consulate served as one venue for 
the National Electoral Commision's Voter Education 
presentation before Sierra Leone's July 5 local elections.
