Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

The DCM delivered subject demarche on August 21, 2008, to the 
Director of the Department of International Organizations at the 
Ministry of Foreign Affairs, Thomas Adoumasse. Adoumasse tasked his 
assistant to draft letters to the Ministry of Finance, the Ministry 
of Commerce and the Ministry of the Interior to alert them to the 
details of the five Iranian companies in question and to ensure 
interdiction.
