Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1. (SBU) Conoff delivered reftel's points verbally and in the form 
of a letter from Charge to acting Director General of the Estonian 
MFA's Consular Affairs Division, Kerli Veski.  In the letter, CDA 
reaffirmed the USG's commitment to combating piracy and to assist 
the GoE's efforts to resolve the crisis aboard the MV Lehmann Timber 
through multilateral institutions.  Veski thanked the Embassy and 
Department for the consideration and confirmed that the letter will 
suffice as an official reply to Dip Note No. 76.
