Understanding cables
Every cable message consists of three parts:

POL delivered reftel demarche to Panamanian MFA Security 
Council Advisor Janio Tunon on July 2nd.  Tunon stated that 
the MFA Security Council advisors would review and submit the 
text of the draft resolution to Panama's mission in New York. 
 As stated in POL's discussion with MFA (reftel B), Tunon 
reaffirmed that the GOP remained concerned with the 
increasing violence in Zimbabwe and agreed that dialogue 
between Zimbabwe's opposition and Mugabe was necessary to 
solve this issue. Tunon reiterated that Panama would like to 
see South Africa play a more aggressive role and pressure the 
Government of Zimbabwe to end violence and engage in dialogue 
with the opposition.
