Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

 1. (SBU)  The Philippine Department of Foreign Affairs (DFA) 
on July 17 received reftel A non-paper that describes the 
designation of an additional 11 Iranian entities and 
individuals under E.O. 13382 ("Blocking the Property of 
Weapons of Mass Destruction Proliferators and their 
Supporters").  DFA Office for United Nations and 
International Organizations Director for Political, Security, 
and Legal Matters Leah Ruiz, who we have often previously 
engaged on issues involving Iran in connection to the IAEA, 
the Non-Aligned Movement, and travel restrictions (refs B and 
C), said that she would review the information carefully 
pursuant to support of UNSCRs 1737, 1747 and 1803.
