Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: Indonesia Bans US Poultry 
 
1. FAS/Jakarta received 8 Jul 08 a decree dated 1 Jul 08 from Dr. 
Tjeppy Soedjana, Director General Livestock Services (DGLS), 
Indonesian Ministry of Agriculture banning the importation into 
Indonesia of US poultry.  Unofficial translation follows. 
 
 
"DGLS decree 
No: 01004/KPTS/HK.340/F/07/2008. 
Temporary Ban of Imported Poultry and Other Poultry Based Material 
from US into Indonesian Territory 
 
Decided: 
 
1. To ban temporarily imported poultry, poultry based material, and 
poultry based product form US to Indonesian territory. 
2. Poultry, poultry based material, and poultry based products which 
have been treated to inactivate Avian Influenza virus, can be 
considered to be imported if it passes a risk analysis investigation 
and obtains approval from DGLS. 
3. Imported poultry, poultry based material, and poultry based 
products is allowed to be imported if the poultry, poultry based 
material, and poultry based products was loaded before May 26, 
2008. 
4. Imported poultry, poultry based material, and poultry based 
products from other countries transiting the US can be considered to 
be imported if approved by DGLS. 
5. This regulation take into effect on the date  they are enacted 
 
July 1, 2008-07-08

2.  FAS/Jakarta has sought a meeting this week with DGLS to clarify 
this decree, which appears to be based on a 10 Jun 08 notification 
to the OIE by USDA confirming an outbreak of Low Path Avian 
Influenza (LPAI) in Arkansas.  Background and talking points as soon 
as possible from USDA/W would be greatly appreciated.
