Understanding cables

(U) We delivered reftel points and non-paper to Dr. Aly 
Islam, President of the Egyptian Atomic Energy Authority.  He 
stated that Egypt was studying the Convention on 
Supplementary Compensation on Nuclear Damage (CSC) but was 
unlikely to make a decision regarding joining the CSC until 
after parliamentary review of the draft nuclear law, expected 
by December 2008.
