Understanding cables
Every cable message consists of three parts:

Sarah Bernardy told Poloff July 7 that, in response to reftel 
points, the MFA could not support a prisoners of conscience 
public affairs event at the UN without first having more 
details.  She specifically asked for information on who would 
be speaking at the event and when and where it would take 
place.  Poloff indicated that this information would be 
provided as it becomes available from Washington.
