Understanding cables

1. (SBU) The PRC Ministry of Foreign Affairs confirmed that 
the Chinese delegation to the UN General Assembly (UNGA) will 
include Premier Wen Jiabao and Foreign Minister Yang Jiechi.

A.    Attendance of the Head of State. 
 
-- President Hu Jintao does not plan to attend the UNGA. 
 
B. Attendance of the Head of Government. 
 
-- Premier Wen Jiabao plans to attend the UNGA General Debate 
and the High-Level Meeting on Millennium Development Goals. 
 
-- Travel dates are not yet determined, but he plans to 
arrive before September 25. 
 
-- His spouse does not plan to attend. 
 
-- Mandarin Chinese language interpretation will be required 
in a bilateral or multilateral meeting. 
 
C. Attendance of the Foreign Minister. 
 
-- Yang Jiechi, Foreign Minister, plans to attend the UNGA 
General Debate and the High-Level Meeting on Millennium 
Development Goals.

Millennium Development Goals, but the MFA cannot confirm his 
attendance at this time.
