Understanding cables

1. On June 3, per Ref A, we notified Viviana Tinoco, MFA 
Human Rights Desk Officer, that the U.S. draft resolution 
text was being circulated the same day to the GOCR UN Mission 
in New York. We also took the opportunity to reiterate 
Secretary Rice's invitation to FM Stagno to attend the June 
19 meeting (Ref B). Tinoco replied that Stagno has not yet 
said whether he will attend. Post will inform when/if the MFA 
notifies us of Stagno's decision.
