Understanding cables

French MFA desk officer for Israeli/Palestinian affairs 
Adrien Pinelli responded on June 18 to reftel message we had 
passed a few days earlier on the upcoming Berlin conference 
on the Palestinian civil police and rule of law.  He 
indicated that France's State Secretary for Foreign and Human 
Rights Affaires Rama Yade would lead the French delegation. 
France will not pledge a financial contribution (it will note 
its pledge of financial support to the Palestinian Authority 
dating back from the December 2007 donors conference) but 
will announce a reinforcement of the its participation in 
EUPOLCOPPS.
