Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel 1 requested a post-shipment verification to 
determine the legitimacy and reliability of the end- 
user, ZAO MP Diagnost, Moscow, Russia. The company is 
listed on BIS license application: NLR as the ultimate 
consignee of One (1) Optical Pyrometer, Two (2) 
calibration source, resistance heated furnaces and 
ovens.  ECCN - 0x000 - no license required.  The 
exporter is Mikron Infrared Incorporated, 16 Thornton 
Road, Oakland, NJ  07436. 
 
3. On June 18, 2008, Export Control Attach Peter 
Liston and RSO Investigative Assistant Joseph Tacke 
conducted the requested post-shipment verification 
with ZAO MP Diagnost, Okruzhnoy Proezd, Bldg 15, Room 
10, Moscow, Russia. The export control team met with 
Alexander Zozlov, Director; Michael Petrushenkov, 
Executive Director; and Vladimir Rouban, Sales 
Manager. 
 
4. ZAO MP Diagnost was founded in 1991 as measuring 
and testing equipment distributor specializing in 
infrared and ultrasonic testing of heat and heat 
sources.  ZAO MP Diagnost is listed in Dunn and 
Bradstreet's Who's Who (NO. 401404).  The company 
employs approximately 20, with operations in Moscow 
and St Petersburg.  95% of ZAO MP Diagnostic's 
customer base is located within the Russian 
Federation.  ZAO MP does not export to countries where 
the United States has trade restrictions in place. 
ZAO MP Diagnost advised the Export Control Team that 
they purchased two (2) M67D Optical Pyrometers, not 
one as indicted in reftel. 
 
5. The Optical Pyrometer, two calibration source, 
resistance heated furnaces and ovens in reftel are 
used for non-contact temperature measurement.  The 
commodities in reftel are used primarily in 
thermoforming applications, the process of using 
heating elements and/or cooling elements to mold or 
shape some type of material.  The items in reftel can 
also be used to measure defects in railroad tracks and 
other metals.  Sales invoice provided to the Export 
Control Team by ZAO MP Diagnost accounted for the 
commodity in reftel.  The invoice is available upon 
request.  There are no indications of impropriety and 
ZAO MP Diagnost company representatives answered all 
questions related to the subject commodity. 
 
6. ZAO MP Diagnost Moscow is located in a multi-office 
complex with secure, card-controlled access.  There is 
manned security and the Export Control Team was 
allowed full access to all areas of the company's 
operations. 
 
7. Recommendations: Post recommends ZAO MP Diagnost, 
Moscow, Russia as reliable recipients of sensitive 
U.S. origin commodities.
