Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

individuals reporting new investment disputes that would be 
candidate for inclusion in the 2008 Report on Investment Disputes 
and Expropriation Claims.  Post also has not been approached by
