Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  (U) This message responds to request in reftel A for 
Embassy concurrence on planned Joint Combined Exchange 
Training (JCET) SNU2009JCET603W, 
 
2.  (SBU) Per request in para 2 of reftel, Embassy Managua 
concurs with the proposed JCET for FY09.  We provide the 
following concurrence: 
 
-- Ambassador Paul A. Trivelli, U.S. Ambassador to Nicaragua 
-- LTC Micheal Regan, Commander, U.S. Military Group Nicaragua 
-- Maj Gen Julio Cesar Aviles Castillo, Chief of Staff, 
Nicaraguan Army 
 
3.  (SBU)  Post confirms that a Leahy Human Rights Unit 
Vetting for the Nicaraguan Army's Special Operations Command 
(Comando de Operaciones Especiales or "COE") has been 
approved and is currently valid.  Post requested Leahy 
Vetting for the COE via Managua 150 (DTG 072254Z FEB 08) and 
received affirmative response from Department of State via 
SecState 19181 (DTG 261735Z FEB 08).  Per that response, 
Embassy Managua verifies that, as of February 25, 2008, the 
Department of State possesses no credible information of 
gross violations of human rights by the Special Operations 
Command (COE) of the Nicaraguan military.  Per Leahy SOP, 
this vetting for the COE is valid through February 24, 2009.
