Understanding cables

ΒΆ1.  (SBU) Theophile Mbayo, Foreign Minister Mbusa's Advisor for the 
Great Lakes Region, told us June 18 that the GDRC plans to send 20 
election observers to Zimbabwe next week for the second round of 
Presidential elections.  The delegation will include civil society, 
Congolese Independent Electoral Commission, and Congolese MFA
