Understanding cables

1.  The Rwandan delegation consists of Foreign Minister 
Rosemary Museminali and Justice Minister Tharcisse 
Karugarama.  They are at Sharm el-Sheikh now, and will likely 
depart July 3.  The Rwandan Foreign Ministry did not have 
hotel information on the delegation, but promised to forward 
when obtained.  Cell phones for the two ministers are as 
follows:
