Understanding cables

(SBU) On June 3, Emboff delivered reftel talking points to 
Rudra Nepal, Under Secretary for UN and International 
Organizations at the Ministry of Foreign Affairs, discussing 
the significance of the findings of the International Atomic 
Energy Agency's (IAEA) May 26 report on Iran's nuclear 
program and compliance with the IAEA Safeguards Agreement. 
The Under Secretary had no substantive comments.  Nepal is 
not an IAEA Board member state.
