Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

1.  (U) This is an Action Request--Please see para 5. 
 
2.  (U) SUMMARY:  On June 3, Mission delivered reftel message 
regarding the planned UNSCR on sexual violence in situations 
of armed conflict.  The GOI promised to review the matter 
carefully and asked that the USG provide a copy of the draft 
resolution in Jakarta as well as in New York.  END SUMMARY. 
 
3.  (U) Poloff delivered reftel demarche to Fikri Cassidy, 
Deputy Director for International Security Affairs at the 
Department of Foreign Affairs (DEPLU).  Poloff informed 
Cassidy that USUN would soon share a draft resolution on 
"sexual violence in situations of armed conflict" and urged 
Indonesia to support it.  Poloff underscored the personal 
importance of this issue to the Secretary, who would chair 
the June 19 UNSC thematic debate on women and armed conflict. 
 
4.  (U) Cassidy said he understood the importance of the 
issue.  He promised to review the draft resolution carefully 
with other DEPLU officials and would consult with the 
Indonesian mission in New York.  He asked that Mission 
provide a copy of the draft resolution to DEPLU as soon as 
possible. 
 
5.  (U) ACTION REQUEST:  Mission requests that the Department 
provide Mission with a copy of the draft resolution that we 
can share with DEPLU officials here.  This will facilitate 
our efforts to lobby for Indonesian support on this important 
matter.  END ACTION REQUEST.
