Understanding cables
Every cable message consists of three parts:

Energy Authority in response to reftel message.  ISN/NESS 
received a copy of letter June 2 by e-mail.

Dear Ms. Hill-Herndon, 
 
Edlow International Company is acting as agent for INVAP S.E. 
of Argentina 1.1 kilograms U-235 in 5.1 kilograms uranium, 
enriched to a maximum of 19.95 percent in U-235, in the form 
of metal isotope production targets.  The material, in the 
form of broken metal pieces, will be supplied by the 
Department of Energy Y-12 Oak Ridge Facility and is to be 
exported to Argentina for fabrication into medical isotopes 
production targets at the Commission Nacional de Energia 
Cento Atomica at Constituyentes, Buenos Aires for re-export 
to Egypt irradiation in the ETTR-2 Research Reactor at the 
Abu Zabal Nuclear Center for production of medical 
molybdenum-99 and iodine-131. 
 
The Egyptian Atomic Energy Authority would like to confirm 
that the nuclear materials proposed for export and was 
mentioned above, upon receipt in Egypt will be subject to the 
terms and conditions of the 1981 Agreement for Cooperation 
between the Government of the United States of America and 
the (sic) government of the Arab Republic of Egypt concerning 
Peaceful Uses of Nuclear Energy, and the Abu Zabal Nuclear 
Research Center is authorized to receive and process the 
transferred materials.
