Understanding cables
Every cable message consists of three parts:

1. SUMMARY: Post delivered demarche points in reftel regarding the 
U.S. candidate for CODEX chairperson to Brazil's CODEX Point of 
Contact and the Ministry of Agriculture.  Both expressed support for 
the candidate, but clarified that the Government of Brazil's 
position also involves input from Ministries other than 
Agriculture. 
 
2. (SBU) FAS/Brazil delivered ref. demarche on U.S. candidate for 
Chairperson of FAO/WHO CODEX ALIMENTARIUS COMISSION to Dr. Maria 
Aparecida Martinelli, CODEX Focal Point for Brazil and requested her 
support for Dr. Karen Hulebak. Dr. Martinelli replied that she would 
take the U.S. request to the general meeting of Brazil's Codex 
Committee to obtain a general consensus. 
 
3. (SBU) In addition, FAS Administrator Yost delivered ref. demarche 
to Brazil's Ministry of Agriculture during the Third Meeting of 
USA-Brazil Consultative Committee on Agriculture (CCA), on May 20, 
2008 in Brasilia. The Brazilian Ministry of Agriculture (MAPA) 
expressed support for the U.S. candidate, but clarified that the 
Brazilian position also involves input from Ministries other than 
Agriculture. However, MAPA committed to propose Dr. Hulebak's 
candidacy to the other Brazilian agencies involved in Codex 
Alimentarius.
