Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) On June 30, Global Affairs officer delivered reftel 
demarche to German MFA Export Control Division Desk Officer 
Mark Hinrichsen regarding the recent Global Initiative to 
Combat Nuclear Terrorism (GI) membership of India and Jordan. 
 Hinrichsen stated Germany is open to the idea of hosting a 
GI activity in the 2008/2009 time frame but can not commit to 
anything at this time.  Hinrichsen also indicated he is the 
appropriate point of contact within the MFA to coordinate GI 
related information.  Post will report any substantive 
response septel regarding Germany's willingness to sponsor a 
GI related event in 2008/2009.
