Understanding cables

1. Per reftel requests, AIT/T contacted the Taiwan Combined 
Logistics Command (CLC), Ministry of National Defense (MND), and the 
foreign consignee, Guo-Tong Technology Company.   AIT/T's findings 
reflected the bona fides of the consignee and the reliability of 
this business transaction.

2. Mr. Huang Hsin-i, Chairman of the Guo Tong Technology Company, 
presented CLC contract documents to an AIT/T Econ Official.  CLC is 
the procurement agency for the Taiwan military.   Mr. Huang's 
documents indicated that the contract was made between CLC and Guo 
Tong Technology Company, and that the latter needs to directly 
transport the spare parts in question to the Taiwan Air Force's 
central warehouse in Tainan. 
 
3. Mr. Huang served in the army including working in the Procurement 
Division of the Defense Office in Washington, MND, from 1998 to 
2001.   Six years ago he retired from the military.  Three years 
ago, due to his close connections with military procurement offices, 
he founded Guo Tong Technology Company.  Mr. Huang understands the 
USML article restrictions. 
 
4. Mr. Huang's company focuses importing aircraft spare parts, and 
its main customers are military units and the Chung Shan Institute 
of Science and Technology (CSIST.)  Currently, Mr. Huang has four 
contracts with CSIST and three with CLC including this subject 
case.

Tong Technology Company.
