Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (SBU) EconOff delivered reftel demarche on May 13 2008 to 
Juliusz Gojlo, head of the Polish MFA,s Iraqi Task Force. 
Gojlo said that MFA Undersecretary Ryszard Schnepf would head 
the Polish Delegation to the May 29 International Compact 
with Iraq (ICI) Ministerial Meeting in Stockholm, though he 
noted an official announcement had not yet been made.  In 
regard to further reftel points, Gojlo explained that the MFA 
was still working on its vision for the ICI Ministerial and 
could not disclose anything yet regarding topics such as 
bilateral agreements on debt reduction, pledges for possible 
financial or technical assistance, or showing support through 
other means.  Gojlo did state that Poland had recently 
provided medical treatment for three Iraqi children for 
war-related afflictions, and had contributed foreign aid to 
Iraq, though he did not have figures. 
 
2. (SBU) On May 9 May 2008, Econoffs also delivered reftel 
demarche to Katarzyna Czerniecka and Ilona Korchut of the 
MFA's Unit for Implementation of Development Cooperation. 
They offered no immediate substantive response.
