Understanding cables
Every cable message consists of three parts:

(SBU)  Econoffs delivered reftel demarche to MFA Afghanistan 
desk officer Sebastian Domzalski and Katarzyna Czerniecka of 
the Unit for Implementation of Development Cooperation on May 
9, 2008.  They stated the Government of Poland, working 
through UNICEF, already had dedicated around PLN 0.5 million 
(approximately $250,000) in aid to Burma.  The Polish 
government is exploring additional options to assist Burma 
through other international organizations, such as the EU, 
but nothing concrete has been decided.
