Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  This is an Action Request.  See paragraphs 2-4. 
 
2.  The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests Post's assistance in conducting 
a pre-license check on application 05-050100474 for the 
export of electronic components and spare parts to Spain. 
Post is requested to complete this Blue Lantern inquiry 
within 30 days.  Lack of response to a Blue Lantern inquiry 
will affect pending and future licenses involving parties to 
this license. 
 
3.  Reason for request: To verify the existence of a civil 
version of the Lanza Long Range 3-D Surveillance Radar in 
development and its end-use. 
 
4. Action:   Department requests that Post confirm that 
end-user Indra Sistemas is developing a civil version of its 
Lanza radar, the name and location of any other parties that 
are involved in contracting the development of the product, 
and the identity of all Indra Sistemas' customers to which 
the radar system will be exported. Emphasize that the 
unauthorized re-export or retransfer of United States 
Munitions List (USML) items is strictly prohibited.
