Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (SBU) Poloff delivered reftel information to Kim Jae-woo, 
First Secretary for Disarmament and Nonproliferation 
Division, Ministry of Foreign Affairs and Trade (MOFAT) on 28 
May.  Kim relayed continued support for U.S. and UN efforts 
to curtail Iranian illicit procurement 
activities.  He undertook to convey the specific items of 
concern in reftel to the ROK Ministry of Knowledge and 
Economy (former Ministry of Commerce, Industry and Energy) 
and said the ROKG would continue to share any relevant 
information on Iranian procurement efforts with the USG, 
Nuclear Suppliers Group, and IAEA.  Kim further stated that 
he and several officials from the Disarmament and 
Nonproliferation Division recently attended a UN information 
exchange meeting in Berlin where he received 14 briefings on 
Iranian nuclear activities.
