(U) The Ministry of Foreign Affairs sent a diplomatic note 
(461) to the Embassy May 20 conveying Government of Morocco 
acceptance of the Proliferation Security Initiative (PSI) and 
support for the PSI Statement of Principles.  The note, dated 
19 May 2008, was scanned and emailed to ISN and copied to 
Desk.   It appears to meet the criteria laid out reftels. 
Moroccan officials are making preparations to attend the PSI 
meetings in Washington later this month.  This complements 
Morocco's active role in the Global Initiative against 
Nuclear Terrorism.  Embassy's unofficial translation of the 
note follows:

The Ministry of Foreign Affairs and Cooperation presents its 
compliments to the Embassy of the United States of America in 
Rabat, and has the honor of bringing to its attention the 
knowledge that the Kingdom of Morocco favorably welcomes and 
completely approves the Proliferation Security Initiative 
(PSI) and the Statement of Interdiction Principles of 4 
September 2003. 
 
The Kingdom of Morocco endorses the founding principles of 
the PSI and will participate, as much as possible, in future 
activities linked to this initiative. 
 
This approval signifies the constant commitment of the 
Kingdom of Morocco to work toward disarmament and the 
prevention of the proliferation of Weapons of Mass 
Destruction (WMD), their means of delivery and related 
material, and within the framework of its international 
commitments in matters of international disarmament. 
 
The Kingdom of Morocco, which shares the concerns of the 
international community about the proliferation of WMD, has 
acceded to all conventions and other international legal 
instruments regarding their proliferation.  In this effort, 
putting to work United Nations Security Council Resolution 
1540 regarding the nonproliferation of Weapons of Mass 
Destruction and supports all voluntary multilateral 
initiatives. 
 
The Ministry of Foreign Affairs and Cooperation avails itself 
of this opportunity to renew to the Embassy of the United 
States of America in Rabat the assurances of its highest 
consideration.
