Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  (SBU) Summary: At 1100 hrs local on May 12, Ambassador 
Schlicher called an Emergency Action Committee (EAC) meeting 
to discuss the latest political developments in Lebanon, 
follow up on last week's EAC meetings (reftel A, B,and C) and 
discuss preparations for scenarios ranging from the 
deployment of the Beirut Air Bridge (BAB) to a full-blown 
NEO. Public Affairs is working with EUCOM on strategic public 
affairs communications.  Post will submit revised 
resource/staffing requests to Washington later today.  Two 
staff from Embassy Nicosia will arrive from Lebanon via boat 
later tonight.  The RSO introduced concerns regarding the new 
security contractor at Larnaca International Airport.  The 
DAO and CONS designated Points of Contact (POCs) for the 
Beirut Air Bridge.  The next EAC meeting will be OOB May 13.

Supporting the BAB 
------------------ 
 
2.  (SBU) DAO confirmed that assets are in place for a BAB. 
He named the DAO's designated POCs for the BAB, Allen Fulcher 
and Dan Owen.  CONS named its designated POC, Andreas 
Andreou, as well.  PAS stated that it had been coordinating 
with EUCOM on strategic communications for a BAB. 
 
 
Staffing Concerns 
----------------- 
 
3.  (SBU) The DCM requested that section heads refine 
resource requests for submission to Washington May 12.  Two 
members of the Embassy Nicosia staff will arrive via the slow 
boat from Lebanon to Cyprus the evening of May 12. 
 
 
Security Concerns 
----------------- 
4.  (SBU) The RSO introduced concerns about the new security 
contractor at Larnaca International Airport, which is reputed 
to have ties to organized crime.
