Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel requested a Pre-license check to determine 
the legitimacy and reliability of the end-user, 
Energo-Remont LLC, Moscow, Russia. The company is 
listed on BIS license application D388656 as the 
ultimate consignee of five thermal infrared cameras. 
These items are controlled for national security and 
nuclear non-proliferation reasons under ECCN 6A003. 
The licensee is L3 Communications Infrared Products, 
13532 N. Central Expressway MS37, Dallas, TX 75243. 
 
3. On April 28, 2008, Export Control Attache Peter 
Liston and LES Natalya Shipitsina conducted the 
requested pre-license check at the offices of Energo- 
Remont LLC, 52, Electrozavodskaya St., Moscow, Russia. 
The export control team met with Aleksey Kovalev, 
General Director of Task-T Company and Ivan Sbornov, 
Deputy General Director of Task-T Company and Chief 
Specialist of Energo-Remont LLC. 
 
 
 
4.  Energo-Remont is a Limited Liability Company (LLC) 
and subsidiary of the holding company Spektr-KSK.  It 
is common practice in Russia to establish a holding 
company, and as the business expands into other 
fields, to then establish separate subordinate 
companies.  Energo-Remont was founded in 2007 when 
Spektr-KSK expanded into the technical diagnostic and 
evaluations of facilities in the energy field. 
Energo-Remont appears to have the technical and 
commercial sophistication to utilize the subject 
commodity.  They have a legitimate need for this 
technology and a legitimate end use. 
 
5. Also under the holding company Spektr-KSK is the 
Task-T.  Task-T was founded in 2006 as a Limited 
Liability Company specializing in security equipment, 
safety systems development and deployment.  Task-T was 
the subject of a favorable Export Control Team Moscow 
PSV (D363392) in May 2007.  The Holding Company 
Spektra-KSK in total employs 150 people within their 
established companies. 
 
6. Energo-Remont will utilize the commodity in reftel 
as part of their cataloged TSM-MP Imaging System on a 
contractual basis for technical diagnostics and 
evaluation of overheated components of electrical 
equipment of power, gas and heating supply facilities. 
The Thermal Eye 300D Infrared Camera, a component of 
the TSM-MP Imaging System, will be stored in a limited 
access, locked storage facility at their main 
operations center in Moscow when not in use. 
 
7. Recommendations: Post recommends Energo-Remont LLC, 
Moscow, Russia, as reliable recipients of sensitive 
U.S. origin commodities. It is requested that Post be 
notified of final disposition of the application, and 
of any shipments for this organization in order to 
conduct appropriate FCS follow-up and statistical 
reporting.
