Understanding cables
Every cable message consists of three parts:

1.  (U) On May 12, Poloff reviewed reftel points re a draft 
French-proposed UNSC resolution on humanitarian assistance to 
Burma with Fikri Cassidy, Deputy Director for International 
Security and Disarmament at the Department of Foreign Affairs 
(DEPLU).  Cassidy said DEPLU had received no communication 
from New York regarding such a draft resolution. 
 
2.  (U) Poloff also checked with the French Embassy in 
Jakarta.  Embassy contacts said they had not yet received a 
draft text or instructions regarding the French proposal.
